Ornamental Pepper Planting Depth?

I recently purchased the seeds on eBay for Black Pearl Ornamental Pepper. Come with growing data but not deep to plant seeds. All have experience in cultivating them or other ornamental peppers? What is the planting depth? Again these are from seed, so they are not live plants yet, they still need to germinate. I grew several other plants this year and some will not germinate if they are planted too far down, and some of them if they are planted too high in the soil, they will not grow properly.

The general rule for planting seeds is to plant them no more than twice the diameter of the seed below the ground.
